Got these tips from support eariler, not ideal but maybe helps for now. They said they are looking into this issue:

Start a new chat session: the block can sometimes carry over within an existing session even after rephrasing, so starting fresh often clears things up. You can start a new chat by clicking the “New chat” button at the top of the Agent pane (same place where your chat history lives). Once you’re in the new session, try sending your prompt again.

Switch to Economy mode: Power mode is currently the one affected by the stricter content policy, so switching to Economy mode will typically let your request through.
I’ve done nothing different to what I’ve been doing for the last 3 months.. ie I’ve done nothing i can think of to trigger this.. weird!
