Failing Promote deployment,issue not resolved by agent

Trying to redeploy again and again try 27 times, but I can get past the promote stage. I have tried assistant or agent to fix the issue with no success. I have all deployments secrets loaded in the deployment but Promotion failed

if you open the deployment tab, does it show the secrets? might be missing 1.
